Benzocaine is an aromatic amine, so it is a base. In the presence of HCl it becomes protonated, i.e. it converts to a cation. Being positively charged, cations interact with water molecules much efficiently than neutral molecules, so, obviously, addition of HCl definitely increases solubility of benzocaine
