First protect the amino group with acylation reaction. Acylated P-aminophenol can be treated with nitration mixture (Sulfuric acid + Nitric acid) in order to get nitration and then deprotection of acyl group by acidic hydrolysis. The end product would be 4-amino-2-nitro phenol.
