NJ Plan as proposed by William Paterson at the constitutional convention was also known as the Small States plan. Basically it wanted equal representation per state. The Virginia Plan aka Big States plan, wanted proportional representation based on population, this plan was proposed by James Madison. This resulted in Roger Sherman coming up with what became known as the Great Compromise, encompassing a Bi-Cameral Legislative Branch with two houses, The Senate (2 senators per state), and the House or Representatives representation based on population).
