The tape diagram says 5T + 7 = 45 (5 times some number of things plus seven more is 45 total things)

Looking at answer A the unit of measure for the "7" is bouquets but the other things are flowers, that doesn't match. Throw this answer out.

Looking at answer B the unit of measure for the 5 dog-walks would be $s, the tip is $s and the 45 is $s. This makes sense. Count this answer as good.

Looking at answer C the unit of measure for the movie tickets could be $s, the unit of the popcorn is $s and the total is $s. This makes sense. Count this answer as good.

Looking at answer D the unit of measure for the cookies COULD be pieces of chocolate (even though they are called chocolate chips, they are still pieces of chocolate) but since EACH batch needs 7 pieces of chocolate (Hershey's Kisses) that doesn't fit. That total of chocolate pieces would have been 7x5 plus the amount of chips in each batch times 5. Throw this answer out.

So B and C make sense to me.
