Not as far as I can see:
1) Neither Excel, VBA, nor Google Sheets offers a programming interface (that I know of) that allows addressing and accessing the data in any particular cell.
2) Neither Excel, VBA, nor Google Sheets offers a function that can target a particular cell from an external local or internet file. You would need something much more extensive than the Hyperlink function that allows addressing a URL and its web page.
If you can save the Google Sheet as an Excel file and access it through Excel.
