The first argument, -8/11, is the value you are interested in computing, i.e., the value up to which you want to know the area under the curve of a normal distribution. The second argument, 0, is the mean of the normal variable. The third, 1, is the standard deviation. The fourth and last argument indicated that you want the cumulative distribution, i.e., the area under the curve.
