Assuming the vocals were recorded with a dedicated vocal mic then studios will typically have recordings of the non-vocal instruments without too much vocal bleed in the background (especially if a vocal booth was used). But this doesn't mean they're planning to release the song as an instrumental. However, due to the popularity of DJ'ing and performance/production technology, songs, particularly hip hop and other club hits, are often released as instrumentals specifically for use by DJ's and producers in live performance and production.
