For the most part, 21st century composers do not really use Baroque styles, but rather Baroque "forms" and and baroque instruments using extended and modern compositional techniques (Ex: harmonics and sul pont or sul tasto on viola da gamba). Recitative is sometimes used, but I'd say neoclassicism and the emulation of classical forms and styles is more popular than neo-baroque.
