I am assuming you are referring to the onscreen keyboard that appears when you:
1) start System Preferences
2) select Accessibility
3) select keyboard
4) select accessibility keyboard tab
5) checkbox the ‘Enable Accessibility Keyboard’ option
if that I so what you are talking about then you can move the keyboard around by left-clicking and dragging the black title bar of the keyboard with your mouse. You can keep the left mouse button down and just drag the keyboard around the screen.
