If you are using QBO, then you click the Quick Create button (the plus sign in the top right corner).
Then from the Vendors menu, you can click Bill.
Don't forget that when you pay the bill you want to use the Pay Bill form which is available also from the Quick Create button under vendors.
A big mistake people make is that they create bills, but then don't match the bill payment to it. If you do it right, it will match the bank feeds, not add an expense that is not linked to the bill itself.
