Access Keyboard Settings through System Preferences:
Click on the on the top left corner of the Menu Bar>Select System Preferences
From System Preferences>Select Keyboard
From Keyboard, select the Shortcuts Tab in the middle of the window
Click on Keyboard on the left sidebar in the window
Uncheck "Turn Keyboard Access on or off" or ^F1
That's it. Now you know how to turn Keyboard Access on or off.
