Phenol's conjugate base (phenoxide) has its negative charge resonance stabilized by the benzene ring to which it is attached.
The conjugate base of ethanol, on the other hand, has its negative charge located entirely on the oxygen.
Since phenol's conjugate base is more stable than ethanol's, phenol is thus the stronger acid.
