For effective nuclear charge (Zeff), the trend from the periodic table is that Zeff increases from bottom to top within a group AND from left to right within a period.
First locate where Silicon (Si) is in the periodic table → Group 4. Now look for elements listed in your question that are above and/or to the right of silicon.
From the elements listed in your question, P, Cl, S, N, O, C and F will have a greater Zeff than Si.
