Rounding to the nearest cent requires two numbers behind the decimal.
Look at the 3rd number behind the decimal point... which is 8 ...
If that number is 5 or higher, round the 2nd number up by 1..
If that 3rd number is 4 or less, just drop all numbers behind the
3rd decimal spot without changing the 2nd number...

The 3rd decimal spot is 8 ... Round the 2nd decimal spot up by 1 and drop the rest.
