Are there any more details to the question beyond that? Like is it asking if it recommends making the move or not?
Based on the underlying information given in the question it looks like the move has a double negative … both higher living expenses and a lower wage. So it doesn’t seem like a promising career move if that is the scenario.

I'm going to assume the question asks if the move is worthwhile for her. Also I'm going to assume the numbers are switched and the city she is moving to is the higher number otherwise you wouldn't move to a city for less money with a higher cost of living. So what we need to do is find the percent increase in salary for her new role:
119,000 / 94,129 = 1.2642 or a 26.42% increase in salary. 26.42% > 13%
Because the salary is increasing more than the cost of living, it would be worthwhile to take the job.
