Generally, a bookshelf is not built just to consume a fixed amount of lumber. Rather, the height and width are chosen so that the case fill fit in a room at a certain place; size matters. Also the number of shelves is important, and must reflect the desired distance between shelves, to accommodate books, so the height of the books matters, and book dimensions also affect the depth of shelves. Often a bookcase is designed so that shelves are closer together at the top, and with vertical divisions that act as supports of shelves and also aesthetically create cubbyholes where items of decor (photos, vases, etc.) may be placed.
Therefore, this problem is considered vague. I suggest that you make a drawing, showing the design that you think best.
You might want to raise these matters with the teacher.
