"Will not be carried forward" is future tense, passive voice; as it stands, it is a sentence fragment because it lacks a subject.
"Will not be carry forward" doesn't work at any level. If you supply a subject and use the active voice, you could write, "It will carry forward." If you stay with the passive voice, you would write, "It will be carried forward."
"It has been completed" is present perfect tense, passive voice.
