There are a couple of concerns with the way that you typed the problem, since there is a missing parenthesis and the presence of two equal signs. I am sure that you meant the equal signs to be plus signs, so I will attempt to address the question.
If the problem is: (13+3x(8+2))7^2
Simply from inside first: (13+3x(10))7^2
Distribute the 10: (13+30x)7^2
Simplify the exponent: (13+30x)49
Distribute: 637 + 1470x

I have never seen a problem in which the equal sign is in parenthesis. Could you check the problem again and make sure that you didn't have a typo or are missing part of the problem.
