For the original problem of 3x = 7 - 5x:

First, get all the x's together, by adding or subtracting the same term from both sides of the equation, to keep it balanced: Let's add 5x to both sides: 3x
+ 5x = 7 - 5x + 5x

Do the addition: 8x = 7

Now get x by itself: divide both sides of the equation by 8: 8x/8 = 7/8. Now x = 7/8

"When 4 added to one half the number x..." one half x = x/2, or (1/2)x. Now add 4: (1/2)x + 4
