You can just add tri-N-butyl amine. You don't need excess.
 
One step.
React benzyl bromide with sodium azide (NaN3) to form benzylazide (Ph-CH2-N3).  Then reduce benzylazide with catalytic hydrogenation (H2, Pd) to form benzylamine (Ph-CH2-NH2).  Finally, react benzylamine with excess 1-bromobutane (N-butyl bromide, CH3CH2CH2CH2Br) to give tri-N-butyl benzyl ammonium bromide.
