Basically, there is a base charge of whether you use minutes or not. For example, the first carrier charges

where "x" is the number of minutes used. The second one does:
14.5 + 0.25*x
We know for some "x" minutes they are equal. So, let us set them equal and solve for x.

Solving this for x you would find: x = 120 minutes.
