How many license plates of 3 symbols (letters and digits) can be made using at least one letter in each? ( repetition is allowed)

Is this question is a combination or a permutations? and how to solve it step by step ?

sorry but i want to ask why did we multiply 101,088 by 3 ?
 
didn't we already have calculated all possible probabilities for the 3 cases(letter come first ,second and last)by adding
 
them together or  am missing something ?
