You have an equation in slope intercept form, y = mx + b
where m is the slope, b is y-intercept:
y = (4/3)x + 2 ... slope m=4/3
Perpendicular lines have a slope that is the negative reciprocal.
Slope of perpendicular line is m = -3/4
Thus, you want the equation of the line through (4,-3) with slope -3/4
y = (-3/4)x + b
Use the point for x,y to find b
-3 = (-3/4)(4) + b
-3 = -3 + b
0 = b
Your equation is: y = (-3/4)x
