Since X is 5% of Y, we can write a mathematical statement to represent the situation, though as Mark says, it cannot be solved without more information.
X is 5% of Y --> X=.05Y
Solve for Y.
X/.05=Y
Since .05=5/100=1/20, you can multiply X/(1/20) by 20/20 (a form of 1) and get:
20X=Y

But the answer (2000x)/y
the solution in the book goes like this.
if for every y items X is defective so for 100 items (100x)/y defective. So if 5%=(100x)/y
100%=(100x*100)/5y =2000x/y
