The costs are percentages of some unknown value X, so
cost of maintenance = 14% of X = 0.14*X
cost of instruction = 70% of X = 0.70*X
50 percent of 0.14*X is 0.07*X, so if the cost of maintenance had been 50 percent less then 0.07*X would have been applied to instruction. This would be an increase of (0.07*X) / (0.70*X) = 0.10 = 10% of what was actually spent for instruction.
