The Declaration of Independence was meant to justify reasons for breaking away from or revolting against a controlling government. The Bill of Rights and the Constitution were composed in order to establish a government, expressly set out the powers of the government and its branches in the Articles and expressly acknowledged in the Bill of Rights as the individuals fundamental rights that government is created to protect and are not to be infringed upon by the government.
