no it does not qualify to be fouty thousand dollar,this is because under all circumstances we know that thousand which is equivalent to 3 zerro(000) should be separated using a comma from the next digit.

 

if for sure it was fourty dollar then the value should be reading 40,000

You would read the comma as a decimal point.  In some nations, such as Europe, they don't use a standard decimal point.  Rather, they use commas.

 

So I would read this as   $4.00   (four dollars).
