By levels, do you perhaps mean the three branches of the Federal Government? The three branches of government are the legislative, executive, and judicial.
The legislative is where laws are made by Congress. congress is composed of the House of Representatives and the Senate. The House of Representatives currently has 435 representatives. The Senate has 100 senators - 2 from each state.
The executive signs or vetoes laws from the legislative and carries them out. This is where the president and vice president fall under.
The judicial branch is the Supreme Court. They hear cases and determine (evaluate) if they are lawful.
