False!! The external intensity is just stimuli to gain muscle mass and strenght, the most important factor are food and resting, without food there's no muscle growth and without resting either, they are the most important factors to develop muscle and strenght. when you were a baby every time you were sleeping you also were growing, and you ate to grow healthy, right? the same way but with resistance as an adult..
