Actually, you can get the quadratic function using two points. Since your two points are x-intercepts, we can put these x-intercepts in factored form. We know that an x-intercept is when f(x)=0. This means when x=-7 and x=3/5, the value of f(x) is zero.
The factor (x + 7) yields the x-intercept (-7, 0). The factor (5x - 3) yields the x-intercept (3/5, 0).
f(x) = (x + 7)(5x - 3)
Expand this to get
f(x) = 5x2 + 32x - 21
