If I am interpreting your equation correctly, it says y + 9 = (5/9)(x - 3)

Just distribute the 5/9 and combine like terms.

 

y + 9 = 5/9x - 5/3

y = 5/9x - 5/3 - 27/3

y = 5/9x - 32/3
