Hakobu means "to deliver" and hirou means "to pick up". Technically, this question is trying to trick you because in order to deliver something you need to pick it up. The correct answer is hakonde because the final point of moving the luggage is to move it.. not just pick it up. Asokoni means "to there" so you know it's about moving something.
Also nimotsu is usually referred to "luggage" but could be a package.
Please (deliver) this luggage to there. (correct)
Please (pick up) this luggage to there. (incorrect)
