The Three-Fifths Compromise was a compromise reached during the Constitutional Convention of 1787. It is in regards to the growing concern that the states with the largest populations would rule the less populous states in the House of Representatives. Since the number of seats a state is given in the House is based on the population of the state, smaller states were worried that they would have no say in the governance of their country. It was decided that in order to even the seats in the House, the federal government would count each "non-free person" (slave) as 3/5 of a "free person". This meant that if you had 15 slaves, they would count as 3 freemen toward the population count. This satisfied most parties at the Constitutional Convention and was put into the Constitution of the United States.
