The Declaration of the Rights of Man and Citizen held that natural rights are universal, valid at all times, and valid in ever place. Natural rights include the right to life, liberty, and property. The role of government is to recognize and secure those rights. So I turn it back to you: According to the document, are any circumstances mentioned that would limit or constrain man's natural rights?
