Article 13 of the Articles of Confederation required that Congress and all 13 states agree on any amendments to the Articles. As a result, the unanimous requirement made it nearly impossible to have any meaningful attempt at changing the document. Due to economic and political rivalries between and amongst the states this would not be workable. The rivalries nearly derailed the issue of independence on more than one occasion and after the war ended, those political, economic, and social rivalries returned in force as evident in the debates and compromises necessary for the writing of the Constitution and the development of the two party system in American politics.
