In math, division by zero is undefined.  So in a rational equation, any value of x that makes the denominator equal to zero is excluded from the domain.  In your case, the denominator is (8x-12).  So let's set it to zero and see what value of x makes it equal to zero:

 

8x-12 = 0

 

8x = 12

 

x = 12/8 = 3/2

 

So the value of x=3/2 makes the denominator equal to zero.  Hence 3/2 is the excluded value.
