You're right that 4 quarts make a gallon. If you want a ratio version of the problem, it looks like this:
1 gal / 4 qt = x gal / 43 qt
By cross multiplying, we get:
43 / 4 = 1 * x
43 / 4 = 10 with a remainder of 3, so we have 10 gallons with 3 quarts left over.
