Between process or outcome evaluations, which evaluation plan do you think is most useful to stakeholders?

Outcome evaluations. I say this because outcome evaluations are the proof in the pudding results that stakeholders care about. The process can be changed a million times, but ultimately, the end result or outcome is what stakeholders are looking for.
