Messages Locked

Question

So, it's been a month since I have had any activity. I have started a position with a school nearby but thought about tutoring on the side. I recently got a message but I cannot answer them. The reason was "Messages Locked" Why is that?

I feel it may be a rhetorical question.

Was this only one message this happened with? Usually when a message is locked from a client, it is because that client does not yet have a payment method or they were later identified to be a scammer of some sort. But if it's all messages that would be a bigger issue.
