How do I solve for the 160%

Question

My Goal is 5% of veterans need to be employed of 90 clients I have 16 veterans total and 8 are employed. I know I met goal because 5% of 90 which is 5 clients (4.5 I rounded up) How do I solve for the percentage of the 8 that are employed? what is the average percentage of my goals was 5% percent of 90 and 8 are working? (In terms of my goal, if having 5 employed means you met your goal (100%) then having 8 employed is 160%.)

My Goal is 5% of veterans need to be employed - your goal has nothing to do with a total number of your clients.

You have 16 veteran clients and 8 are employed - 50% of your veterans are employed. (8 is 50% of 16)
