The Balance of Payments, in simplest terms, accounts for the money that moves into a nation's economy from foreign markets or moves out of the country to foreign markets. Transfer payments for welfare are strictly domestic and the money moves only within a nation's economy. If, however, the option was foreign aid sent overseas, that WOULD be counted in the BoP.
