A throw for an outfield player about to resume a game after a ball went out of bounds has to be done using both hands, and they should be standing with their feet precisely next to each other, with no foot ahead of the other. They also need to be standing behind the boundary line as they conduct the throw. As long as they are carrying the ball and haven't starting the throwing motion yet, their body direction should be perpendicular to the boundary line of the field. Once they start the throw, they can change their body direction in the way they see fit, and they also can control the amount of power they put into the throw.
For a goalkeeper standing in their box and decides to throw a ball to a teammate, they can use one hand (normal and default) or both hands (very unusual but allowed). The standing and body motion rules that applies to an outfield player during a throw in do not apply to a goalkeeper passing a ball to a teammate.
