The general rule is to dress the newborn in similar layers as you would yourself. So an appropriate clothing option for a newborn in winter (assuming it's 32F or below) would be a long sleeved top and pants or long pajama outfit, socks or footies, and hat. The baby's body can always be covered with a blanket while in a carseat. Children should never wear coats or be wrapped in blankets under carseat straps, as this causes the straps to not tighten enough. If the child is out of the carseat, a coat and mittens are appropriate.
