Percent problems can be handled with nothing more than two simple equations and some thought.
percent x whole = part x 100
percent change = (difference/original) x 100
The sales tax is simply 0.07 x list price of TV. The out-the-door price of the TV is list price of TV + sales tax.
Out-the-door price of TV = list price of TV + 0.07 x list price of TV

Let x be the price of the tv.
The total cost is x + 0.07x
You can factor out the x to get x(1 + 0.07) = 1.07x.
The total cost of a tv that costs $x is $1.07x.
