Attorneys are licensed at the state level. Your state (state A) has no authority to authorize you to practice law in another state (state B). in which you aren't licensed. State B may at its discretion allow you to practice there under limited circumstances and/or if you meet certain conditions, such as admission pro hac vice.
What is the rationale behind not allowing lawyers to practice outside of the state for their bar exam?
