Who is winning the tariff war?

The present US Government has create tariffs that specially affect the Chinese imports.

Has been those tariffs beneficial for the US? Has the country a better trade balance? What happens with the net capital outflow? Who are the winners and losers?

Nobody wins a tariff war. It is impossible for consumers to pay higher prices with the same nominal income and be better off. The budget sets are smaller. If, however, all of the posture ultimately results in freer markets with lower tariffs then everyone wins.
