Why is a person in the US required to pass a state bar exam to represent another person in court, but not themselves?

Each citizen of the United States has an absolute right to proceed Pro Se, without counsel. To counsel others and sell your services, State’s require membership to their Bar. It is meant to protect others from unqualified legal representation.
