In short, one must take a certain number of science classes (see the above link) and take--and pass - the patent bar exam.
The patent bar is exam is offered at some testing centers. It is a 6 hour, multiple choice exam. It is notoriously difficult (pass rate hovers around 50%). I would strongly suggest taking a patent bar review class before sitting for the exam
