How does the bar exam prepare you to be a lawyer who can represent clients?

It doesn't. The bar exam tests examinees on basic legal principles. It does not test substantive law / statutory state or federal law. An attorney representing a client must understand court procedure, pleading requirements, local rules of court etc. I consider the bar exam as the ultimate independent test after law school. It has very little to do with actual practice.
