The answer is a bit of both. You will be looking at individual industries and businesses which are key to the counties macro economy. you can see how counties behave a bit like countries within, say, The European Union (free labor mobility, unrestricted trade etc..) The individual industries and the behavior of households would be mostly microeconomic in nature but have impacts on the county in a macro sense as well
